Since Karaf 2.3.2, the KAR deployer can use a org.apache.karaf.kar
configuration, especially containing a property to define the bundles refresh
behaviour.
However, it's not really "visible" to the users as the distribution doesn't
include the etc/org.apache.karaf.kar.cfg file.
I gonna add this file in the distributions.
