Some artifacts are missing in the system repo, blocking Karaf startup without
Internet connection or populated .m2/repository.
For instance:
Could not transfer artifact
org.ops4j.pax.web:pax-web-features:xml:features:3.0.6 from/to central
(http://repo1.maven.org/maven2/): Error transferring file: repo1.maven.org
