for an instance, if we use client login as role "monitor", then we edit 
etc/org.apache.karaf.command.acl.features.cfg
add 
features:list 
to role monitor, we can see the changes get picked up by configAdmin, however 
we still can't use "features:list" unless we restart the karaf server
