In previous Karaf version (2.3.x), the dev:create-dump was available by
default. On Karaf 2.4.0-SNAPSHOT, the user has to install the diagnostic
feature first to be able to execute dev:create-dump command.
Moreover, "new" branches (3.0.x, 4.0.x) also provide dev:dump-create command by
default.
For transition purpose, the diagnostic feature should be in featuresBoot.
