I can't reproduce it. I think the change on the start bundles is related to
the fact that this code did not exist in 2.x branch, and I may have ported this
branch to 3.0.x with no real purpose. I still don't see why this would cause a
problem, but that's not a big deal I think.
I think we should apply the change to 3.0.x without the start level change.
