What happens on 4.x is that conditions are evaluated during the resolution, so
the bundles in the condition need to be available to model the conditional
feature, but the dependencies are not.
This mean that the deployer-spring bundle will have to be downloaded. The
problem is that the maven bundle plugin does not add it to the distribution.
I'll fix that.
