I'm not sure I follow this ideas here but from my point of view the etc folder
is absolutely sufficient to contain all configurations needed. If you have a
lot of database centric configuration files due to different services to be run
you'll end up with maybe a bunch of extra configuration files. If really,
really, needed for convenience a separate folder, it is still possible for you
to configure the FileInstall (btw. a configuration in the etc. folder) to have
another directory to watch. But this should really be a customization and not
the default behavior of Karaf.
