Description:
In order to give the possibility to the users to enable or disable local
listener, I will introduce a listener property per resources (for
feature.listener, bundle.listener, config.listener) to enable the local
resource listener (that broadcast local events to cluster events).
To avoid un-predictable behaviours, these properties will be set to false
(listener disabled) by default.
