I also have the same issue using the latest ServiceMix 5.4.0, which has Pax URL
2.3.0 installed.
Just had some simple test, Firstly javax.servlet.jsp was imported by default
for war file, so don't need to import again, so when the libraries in
WEB-INF/lib folder has javax.servlet.jsp import, there will be the error.
