Sometimes the console even and probably also the feature service seem to go
into an infinite loop when eventadmin is installed as a boot feature in stage
2. Having it in stage 1 seems to avoid this issue but I think the problem is
still there in feature service.
I wonder if it would be better to embed the eventadmin api package in feature
service. This would also avoid the restart and should be a more stable
solution.
