IMO this issue can be resolved as _Won't Fix_/_Not A Problem_.
Bundle lists are superseded by [Sling's new provisioning model and
SlingStart|https://sling.apache.org/documentation/development/slingstart.html].
And a Maven goal for creating {{slingfeature}}s from Sling's Karaf Features is
very specific to Sling and should be implemented thus at Sling.
