Fwiw, all artifacts that use the maven url handler will already be cached in 
the local maven repository.
I'm a bit skeptical about this feature, as the new assembly Builder can be used 
to easily generate assemblies containing a given set of features.  We could add 
commands on top of it if there's any real need to do that from inside karaf, 
but I haven't seen a good use case for that yet.
