Do you have an example of project (pom.xml) where the MOJO is executed four
times ?
In Karaf, we don't have this behavior as in the main pom we have:

<goal>service-metadata-generate</goal>

</executions>

As the plugin uses the class, it makes sense to have it in the process classes
phase IMHO.
