I've tested with 4.0.1.
I have the same issue.
More info:
- i use mvn with -s /<user_home>/.m2_tmp/settings.xml
- file /<user_home>/.m2_tmp/settings.xml has a tag
<localRepository>/<user_home>/.m2_tmp/repository</localRepository>
