As explained in KARAF-4221, Decanter will provide a REST API Collector,
allowing to receive collected data (JSON), send to the dispatcher/appenders.
In order to use Decanter "outside of OSGi", it makes sense to provide an agent
able to run in any Java middleware (and why not other agents to different
middlewares/technologies) and send data to the Decanter REST API collector.
