Spring DM throw a NPE with a Karaf static distribution, when a configuration is
not bound. The Static ConfigurationAdmin implementation is not compliant with
the specification : getConfiguration should never return null.
A workaround : create an for every configuration a file <config-pid>.cfg in etc.
