The issue is unfortunately present in 4.0.1 too. To enforce the issue in 4.0.1
just add the feature 'jpa' to the feature:install line:
feature:repo-add activemq
feature:repo-add camel
feature:install transaction activemq-camel jpa
Then the missing dependency appears again...
