At present time Karaf may fail to shutdown due to blocking bundles. The
improvement is to provide a way to ensure Karaf to shutdown within a time limit.
I would suggest:
* Having a default global/config timeout - used when bundle 0 is stopped or
when user presses Ctrl-D within the Karaf prompt
* Add the "shutdown" command an optional parameter which allows to override the
default timeout
