Can try the same with 4.1.0 ?
My output is the following:

karaf@root()> version
4.1.1-SNAPSHOT
karaf@root()> shell:date
mars jeu. 2 17:05:53 2017
{code}
So the locale is correct, not sure about the time zone though.
Could you check on your system ?
