When features dependencies are defined in a feature.xml stub, the feature isn't
taken into account for bundle dependency calculations in the feature generator,
even if the corresponding Maven dependency is specified in the POM. This means
that bundles defined in the feature that's depended upon are repeated in the
generated downstream feature.
