For me, it's not a bug. It's an improvement. Let me explain. When using
{{karaf:run}} without any "context", by default, it assumes your Maven project
has a bundle artifact attached. Then, it's able to bootstrap Karaf and deploy
this artifact in Karaf.
Anyway, your improvement is interesting as it would allow to use {{karaf:run}}
for non bundle packaging.
