As part of the "kloud" initiative, the idea is to turn Karaf as even more cloud
friendly runtime. It starts with tooling for developers to easily create
"immutable/static" assembly embedding Karaf and user application.
In this approach, a full features resolver is less important and actually bring
lot of unpredictable and impacts (especially with the refresh, version
management and so on).
The idea is to have kind of "static" resolver that just takes the boot features
as defined and do simple installation. The actually resolution is fully
dedicated to features XML (created by the user manually or using tooling).
