It turns out that the servlet only starts working after the first war is 
deployed. This requires installation of the war feature and installation of a 
war. 

So the documentation is incorrect because it says in 4.17.1 (after installing 
the HTTP feature)

"Test the HTTP service is up by pointing your browser to 
[[http://localhost:8181/]].";

Also, the log file is confusing since it also says that it is listening on port 
8181 but this is not true. 

Additionally, even after deploying a WAR, the default URL 
([http://localhost:8181)|http://localhost:8181)/] gives a 404 error and not a 
test page to confirm that the installation is working.
