I'm not able to reproduce the issue (still investigating).
That's possible that it uses the default because you don't have the user
defined. When using the wrapper, it runs with the systemd/runlevel user. Maybe
this user (root) doesn't have correct local define yet.
A possible workaround would be to use RUN_AS_USER in bin/karaf-service.
