Summary: Manage connection exception on REST collector

When having a connection exception with the collector REST, the data is send
without http response wrapping.
We could add some configuration to allow user to set:
* enable http response wrapping
* define http response code
The http response should contain:
* http response code
* connection exception message
* collected url informations (host, port, path)
