If anyone needs a workaround for 4.2.9, this helped in my case:
* move the {{etc/org.ops4j.pax.web.cfg}} outside {{etc/}}
* see the {{Deleting configuration from org.ops4j.pax.web.cfg}} message in the
log (and modules are stopping)
* put the {{org.ops4j.pax.web.cfg}} file back to {{etc/}}
* see the {{Creating configuration from org.ops4j.pax.web.cfg}} message in the
log (and modules are starting)
* Karaf should be listening on configured port
