Description:
Update {{etc/org.apache.karaf.features.xml}} on the fly.

The features processing (in the features processor impl) is loaded mostly at
startup. If an user changes {{etc/org.apache.karaf.features.xml}}, he has to
restart to update the blacklist set for instance.
I will improve this to do it at each feature resolution (the overhead is "low")
and add corresponding commands (to add/remove blacklist elements on the fly).
