karaf-bom exposes two different things:
- the artifacts built by Apache Karaf
- the dependencies those artifacts have
Provide a separate karaf-bom-nodeps, which will only expose the former, but not
the latter. This allows downstreams to get the declarations for Karaf
artifacts, without polluting Maven reactor with implementation details.
