Definitely a bootstrap issue. Reproduce steps:
1. Take stock Apache Karaf v4.4.6
2. Update etc/org.apache.karaf.features.cfg to add few features
(specifically jndi)
3. Start karaf using ./bin/karaf or ./bin/start
4. Observe a double-digit percentage of start attempts fail to bind to port
44444
Extra features to add:

```
Default with v4.4.6:
