Mike, did you get started on this at any point? Considering taking it up as 
we've seen a few cases where we do end up with occasional cases where TS A is 
dead (machine down), TS B is alive, and TS C has a tombstone. If TS C could 
vote, then B could become leader, revive C from a tablet copy, and then 
eventually get back up to full strength. Plus it seems like it might be 
relatively low-hanging fruit.
