I ran a ksck while a cluster was under a stress test and it determined that one
of the tablet servers was "unavailable" because it responded SERVER_TOO_BUSY to
the Ping() RPC. We should either retry the Ping() or make sure that the Ping
goes to the 'admin service' rpc queue instead of the 'tablet service' RPC queue
(which is more likely to be saturated)
