{{kudu remote_tablet delete}} is not able to delete the failed tablet. The
tablet goes into {{TABLET_DATA_TOMBSTONED}} state, but it's still listed on the
/tablets endpoint, and on tserver restart it comes back with state {{FAILED}}.
