I was looking into this and it appears it could be implemented two ways:
* New flag on an Insert {{ignoreDuplicateRow}}
* New Operation {{INSERT_INGORE}}
This JIRA seems to suggest {{INSERT_INGORE}}. Is that correct? And why?
