Nope. KUDU-1619 is about separating live and dead tablet servers on
/tablet-servers in the master web ui. This is about separating tombstoned
tablets in /tablets in the tablet server web ui. A tombstoned tablet is one
that's been permanently retired from the consensus and replaced, not just one
that's e.g. down temporarily.
