Summary: Reject CREATE TABLE ops with even replication factor

New Kudu users frequently create tables with even replication factors, which is
never what the user intends. We should reject these table creation ops, and
add an {{allow_unsafe_replication_factor}} master flag to make it possible for
advanced users (this flag would of course be gated by {{unlock_unsafe_flags}}).
