Summary: Add support to master for replacing a tablet

It would be helpful for the master to support an API by which a tablet could be
fully replaced by another. This is mostly useful for emergency situations where
all replicas of a tablet are lost and the most expedient thing to do is create
a new set of "blank" replicas and get the table back online.
