See Alexey's comment in KUDU-1642 for info about psql's handling of NULL in
list.
I've not got strong feelings either way on this. I just wanted to post it as a
separate JIRA so it didn't get forgotten about, since it came up a couple of
times over the lifetime of KUDU-1642.
