Partially true - entries in the KEYS file must not be dropped:
The KEYS file which is associated with the release artifacts should contain
copies of all the keys ever used for signing the releases.
This is so users can check historic releases.
However once a project graduates, the releases are no longer published via the
incubator site.
So the KEYS file is no longer needed at that location.
The old releases will still be available from the archives, which will have a
copy of the KEYS file.
