In 2be32d5441827e0914ad9b5008545003bfda4575 I decoupled the root memtracker 
from tcmalloc, and made the throttling depend directly on tcmalloc. So, the 
root tracker is just a simple sum of its descendants, but mem rejections should 
be accurate.
