On a test cluster with rev. a82bbf8ffff9fb16514e4aece10d8283735d4f2c from
https://gerrit.cloudera.org/#/c/8016/, I'm seeing some bad behavior.
Tombstoned tablets are being included in heartbeat reports to the master with
no consensus state. Included are screenshots from the master and tserver logs,
as well as the tserver web uI.
