Python support landed as 5360339df6d2e6e0a143dfab2ea971c91d3af143.

Java support landed as a95441846bb1381ff2543ffcddf3854184a111ea.

An implementation for scan tokens was scrapped 
[here|https://gerrit.cloudera.org/c/9923/], as it was deemed not that useful. 
The patch for IMPALA-6821 makes use of this new behavior without per-scan-token 
limits. No support on the Spark side, but AFAICT, support for limits given our 
current Scala bindings is somewhat unnatural.
