Summary: Support extra config for tables.

Sometimes we need to add some special config for tables such as undo gc history
and currently kudu haven't support that. At present undo gc history is a global
config for servers so we can not make a flexible configuration for tables. I
think we should support extra config for tables to satisfy some independent
setting demands.
