Description: (was: In our cluster, tservers are across data center, but
we don't want the tablets across data center, since the bandwidth between data
center is not so high.
We want to add label to tservers, each tserver belongs to a unique label.
Client specified label when create table or add partition, if not specified,
defalut label will be used.
On the other hand, when the cluster is bigger and bigger, client may cache
connections to all the tservers, if different table of partition in different
label, client may only have to cache one label's tservers.)
