Currently Kudu directories (WAL/meta) when run out of disk space cause the 
server to crash. If all of the data directories of a tablet are full the server 
crashes.

In such cases of a crash unless the disk space increased, the server cannot 
startup to even serve reads causing unavailability of data.
The proposition is to introduce write rejections beyond a certain configurable 
threshold of free space (similar to memory pressure based write rejection 
mechanism) so that the server would allow the data to be read without crashing 
the server due to out of disk space.
