Bonic Beaver will reach the end of the standard, five-year maintenance window
for Long-Term Support (LTS) releases on 31 May 2023.

We need to upgrade upstream build/test infra. Moreover we probably need to form
an updated statement about distro, compiler etc. requirements.
This is a tracking ticket for all of these tasks. (and also to raise awareness)
