Summary: Ignore rack awareness for Kudu rebalancer

We have seen situations where Kudu rebalancer is run in environments not
ideally setup such as:
1. Having less than 3 racks
2. The number of servers in each rack varies significantly(Example: 10 vs 1)
Although in such situations it is advised to follow the guidelines and rectify
the setup issues, it might benefit some users to have the kudu rebalancer run
ignoring rack awareness for short term rebalancing.
