Running the auto_rebalancer on tsan a 1000 times shows multiple possible flaky
tests that need investigating:
# Test: TestRemoveReplaceFlagIfMoveFails
# Test: TestDeletedTables / NoRebalancingIfReplicasRecovering - Root cause:
Rebalancer "Could not retrieve cluster info: tserver … not available for
placement", placement-info race after tserver shutdown in test.
# Test: OnlyLeader/NextLeaderResumesAutoRebalancing
# Test: ExecuteMovesCASRejectionDropsMoveGracefully - not investigated yet.
# Test: PreferFollowerRebalancingTest (hangs) - Root cause: Test timeout /
hang. Not investigated.
