I didn't spend a lot of time investigating, but either the test for KUDU-941 
was not actually sufficient or remote bootstrap changed some logic around 
boostrapping existing tablets in the intervening time. We can revert KUDU-941 
now that we have KUDU-1337 so that's what I've done.
