We hit this on a test cluster that ran out of disk space. The sequence was:

- WAL drive was out of space
- tried to start TS
-- it moved a WAL to <tablet>.recovery
-- failed to bootstrap the tablet because rewriting the WAL failed (IOError: 
out of space)
-- marked the tablet in 'FAILED' state
- the admin deleted the table (I think -- maybe it was just a replica deletion)
-- this sent a DeleteTablet command to the TS
-- it deleted the tablet blocks, but not the WAL recovery dir
