If we have sub-filters of different size, why the `capacity` is number of buckets in each sub-filters? size of which sub-filter? I still feel that your proposal is ambiguous or vague in many places. Also, could you use consistent word, e.g. select one of "sub-filter" and "filter shard", and use it through the whole proposal?
